They have 3 moves, or variations of those 3 moves. A projectile which is usually a fireball, an uppercut which is an anti-air, and a flying kick, usually a spin kick. SpletThey are the most commonly used motions in special attack inputs, and appear in the moveset of many different character types, from "shotos" like Ryu and Ken to grapplers like Hugo and Zangief. They can be considered the most 'basic' motions as a result.
